I was more thinking about something like a parrot vise or Brownells multi vise. Something where I could tilt the rifle or rotate it or level it. Right now I'm using a standard bench vise with rubber jaws. I wasn't so much looking for a barrel vise. Although, I do like the barrel vise from 21st Century.

I've got a vise similar to the Parrot/Brownells but rarely ever use it because it really doesn't hold anything very well. A simple gun cleaning stand is what use for tinkering/scope mounting/etc.

This is on my bench for "non-vise" applications you listed:

Bench vise with padded jaws should take care of everything else. It's important when mounting a bench vise for smithing to do it in a way that will allow you to hang a barrel or barreled action vertically off the edge of the bench. This eliminates needing a "horizontal" convertible type like the parrot style. The ones made today are cheap junk, snapped one in half in a matter of weeks and I wasn't even pushing it. The old Wil-Burt vises are nice (eBay) if you want the parrot style.

+1 for the Tipton's Best Gun Vise also. For what you described this vice is perfect or at least was for me. You can even go a step further than that one and get the Ultra Gun Vise which is what 's currently sitting on my workbench. It is a bit pricey but that thing is built like a tank.
