I do recognize that if he fires everyone there are not replacements available. I asked conservative friends in government why they weren't applying for these slots and they were afraid it would be a career ender.

Technically, the FBI director doesn’t have to because he’s a 10 year appointment. But the president can request his resignation at any time.

And what Obama did was not unionize appointed workers, he took appointed workers and found them places in the bureaucracy where they were permanent workers and now could not be gotten rid of. So he has an entire fifth column of people doing his shadow government work who did not have to resign when Trump left. There was a mass migration of appointees into permanent slots in the last months of Obama‘s presidency. But that was actually all legal if unseemly.
It left behind a whole army of saboteurs inside trumps administration. Will be feeling it for decades because a lot of these little weasels were 20 something Kool-Aid drinkers who will be around for ever.
