From 0-$1200 what is one of the best long range precision rifle brands?

As a standard, I was looking at a TIKKA CTR 20” 260 Remington. Side note: not able to find 6.5 CM brass so I ruled that caliber out. I have 308 brass that I can neck down.

You’re on the right track, a CTR is a great choice, as is .260. Only hesitation would be the barrel length. Tikka barrels are already slow, and a short barrel just makes it a little worse. That said, all you’re sacrificing is some velocity, so it may not be a huge deal, situation dependent.
 
To chime in with my usual, have a good look at Howa/Weatherby too. I love mine. I’m also a big fan of Tikka too.
Also, depending on where in Texas you are I would be happy to let you play with my Weatherby to see if you like them. I’m in central Texas.

Tikka CTR is a great choice if you are on a tight budget (and 0-1200 is a pretty tight budget). I have a CTR in 6.5CM that consistently shoots sub MOA with factory ammo. Sonoran P. is giving you good advice on barrel length, Tikka's tend to have pretty slow barrels, so depending on the distances you are planning to shoot you might think about a longer barrel.

Nice thing about Tikka is that you can upgrade. IMHO the only thing that holds the Tikka CTR back is the stock, but as you get more serious you can spend another $4-600 to upgrade to a Bravo or XLR chassis. I will tell you that my Sako TRG22 is the most accurate rifle I own and produces at least one or two .3-.4 MOA 5 shot groups every time I take it to the range. And that's with factory ammo.

Just for reference, when we complain about "Slow Barrels" in a Tikka, It's about 100 FPS with factory SAAMI spec ammo.
Tikka cuts the throat on the 6.5 CM like a giraffe - It's Looonnngggg for factory ammo.
You start handloading and load long high BC bullets to short ogive to rifling dimensions and you can utilize the additional powder capacity to regain velocity.
