Actually looking at it, the circulated picture appears not to be him. His ears and chin are very particular, and the guy in the pic is not. Also, hard to imagine this fool was ever in good shape.
Nah, the tops of his ears are super distinctive. They literally curve out and down at the top. Also, the man at Waco is much leaner, but Chipman's face shows far more definition. The mouths are very similar. But you almost never see ears like Chipman's. They are like dumbo. His helix is literally at a 45 degree angle, while the other picture is nearly 90 degrees.
It could be him, but given the ears, and the denial, I would say no. A denial itself would not be enough, but these are not difficult things to check, to find one guy you worked with who hated you etc.

Perhaps, though if you look closely at the two pictures, as an older man he has a lower hairline, which is not normal, and he has a different person's ears. Similar nose and mouth, for sure.
