Pretty sure it is non-controversial that some drugs have significant long term effects on dopamine receptors in the brain. It isn't wrong to say that drug use can create physiological changes. You also have to take a TON of drugs to change your whole personality, sure it can happen, but you’re talking a very small minority of people.
if we spent as much on drug interdiction and treatment that we did on prosecution and incarceration, we might get somewhere.

Well, to be fair a drug that is meant to shrink a tumor in your body is a bit different from one that is meant to get you high, so I am not sure your argument is a good on those lines. With alcohol, your argument is right on.
I fall in a weird intermediate zone. I don't really care what people do with their bodies or what drugs they take, and don't have much interest in it. At the same time, I have seen drugs legalized in a number of areas and have yet to see one of those places get anything but worse according to numerous metrics, so I do see a lot of reason for people to be against legalization, even if we can't connect the causal dots very well.
I think each drug and each individual body chemistry is going to determine how much it takes. With pot, I am not sure there are any proven long term effects. With meth and heroin, my understanding is that they can be pretty quick.

I definitely think the government imprimatur on a lot of these drugs has allowed "upstanding" folks to become drug addicts while retaining illusions of moral superiority.
