The "shit kicking off" from this kind of thing will most likely take the form of isolated incidents beginning to escalate over a large area, not because of organized resistance or patriotic/moral effort due to a group of vocal leaders, but more because of self and family preservation. For example, a father and his son living in a region where a lot of roundups are happening might see health officers coming up their driveway one day, and realize that if they are taken away, his elderly wife and his son's young daughter will not be able to care for themselves. The father and son then decide to launch an ambush, luring the officers into their hallway, and killing them via strangulation and stabbing. After a few hours of frantically scrubbing away the blood and signs of struggle, father and son buries the dead enforcers in a vacant lot across the street under the cover of darkness and burns the enforcers' phones. Even though the duo had bought the family more time to stay together, they hunker down, keeping as low a profile as possible as more roundups happen on the next street and a frantic hunt is initiated to try to find the missing officials. This would be the face of resistance when resistance do happen.
