This comment from the youtube link got right to the point of the bill
"and cannot be readily converted into one" is a scary phrase as ALL firearms can be "readily" converted into a different color with a can of spray paint, duracoat or cerakote. The way this reads, to me, is that any cop/DA/etc could charge a person just for owning a gun because that gun could be readily converted into a "deceptively colored firearm" at any time.
