Looked like dry chemical to me, which is extremely unpleasant. Don't know about the toxicity. Halon is more of a gas, like CO2, that displaces oxygen if I remember right. I've always thought that if I had nothing else and could get my hands on a drychem fire extinguisher, it would be very effective as a weapon.

Impact video shows massive fireball on impact. Other videos have no signs of burnt earth or burnt wreckage. Looks fishy to me.
Even the tiniest tac-nukes will produce a distinct pulse of gamma and neutron output in the first microsecond of detonation that would be picked up by our satellites that are specially built to detect any clandestine nuke testing activity around the world. There was no such pulse, nor was there a blinding blue-white flash at impact. If there was a flash the locals would have said so and captured video of it. Most likely the warehouses contained nuclear waste that would have been used to produce dirty bombs in the future.
Tail section separated and traveled much further than the rest of the aircraft, which did burn on impact. If you look in the first video of them extracting survivors, you can see the large smoke plume from the main section burning in the background. Also, If you look at the photo in the lower right quadrant, way back behind and to the left of the tail section, there is a large smudge of burnt earth where the main part of the aircraft burned.
I would have to say that definitely qualifies as an act of terrorism. No way he should survive his "arrest".
I'm betting drychem is every bit as effective as tear gas when you get a face full of it. I've used it before, and just a small amount of it will give you big problems when inhaled, plus burning eyes. I never wanted to experience that again.

Halon is not that bad to endure. I was in a boat engine compartment when one went off. Also the USN had a large ship in San Fran bay, and for a test triggered the entire ship's halon system. Everyone was on board. Repeated exposure could be a problem, though, as mentioned in the article referenced.
