Post 34 is spot on. Fiduciary responsibility is outlined in the constitution of every state and begins with the mayor/council of the smallest of incorporated municipalities. Here is a good explanation of the reorganized USDS prepared by the Congressional Research Service. In a very real sense, DOGE is under the umbrella of the USDS. Can Trump just willy nilly create an all-new "federal department" without congressional approval? Not going to go there.

Si, DOGE is basically USDS renamed if I understand correctly without researching it.

POTUS create a "department" from scratch? I don't think so, needs more Congress AFAIK.

POTUS create an "agency" from scratch? I believe so, agencies have been created via EO in the past IIRC.

So if this is simply a renaming, how is DOGE carrying out the functions of the "United States Digital Service" as created by President Obama? If they aren't carrying out the same tasks as originally created, it seems this is an entirely new organization that should have been approved by Congress.

To his "point" most of the things that are "Departments" were created by Congress and USDS was (is) technically an "Agency".

I like to think Trump was fully aware of the distinction and a short conversation about the renaming went something like ...

Advisor: Technically this would be an "Agency" sir, not a "Department".

Trump: Fuck'em, call it a "Department" the People want to see more tears.

Advisor: Yessir, absolutely sir.

Very little protesting when democrats appoint their 'czars'. It's wrong only when republicans do it. No surprise.

It's almost like everyone has forgotten when bill clinton appointed people to downsize government and had press briefings about how much money was being saved etc

I asked you to re-read my original post because your response was based more on personal feelings than on actual authority through the Constitution or existing laws. I respect your opinion but am still looking for the authority under the Constitution or existing laws that allows him to do this.

I'm 99% sure you haven't even read the constitution at this point, but I'm just going to assume you're part of the "special kids" who got a pass through school.
