The top NGOs CEOs all get paid over $500 a year in salary. I saw a PBS special on it when I was in San Jose, CA a few years ago. Basically these NGOs do just enough to get paid (i.e. tents, sleeping bags drug paraphernalia.), but never ever get the people off the street or their pay day will be gone.
