6.5cm shooting higher than I have adjustment.

Brand new rifle that I was trying to rough sight in for my brother is shooting higher at a 100yds than I have adjustment for. The rifle is an Aero Solus action which has a 20moa rail with a PVA 18” 6.5 cm barrel, was the Black Friday PVA daily deal. Chassis is an XLR Element 4.0, Vortex Razor HD Gen 3 6-36 mrad mounted on an American Rifle Co M-Brace mount with 0 Mil / 0 Moa angle.

For me to get the rifle near center at a 100yds I’m having to hold under at the 4 on the cross hairs. What are my options to fix this issue?

You said you are shooting higher and then said you are using hold overs to get to the zero. Did you mistake and mean hold under?

If you did, do you know how to zero a Razor III? You loosen the single Allen on the elevation knob(red arrow) with the knob at 0 and locked and then use the screw on the top(green arrow) to make the adjustments and get zeroed. Then you tighten the little Allen again. They give a little tool in the box for this. Windage is done the same way.

I'm confused. You said you were "holding over." If so, mount that 20MOA rail the other way. You seem to have it mounted backwards.

The 20moa rail on the solus is integrated.

The rail has nothing to do with it. You could have that scope on a 40 moa base and it will zero fine. It has 36 mils of elevation and a 20 moa rail is only about 5.8 mils. Might even get away with a 60 moa base.

I’ve realized the errors of my ways and need to stop eating the lead paint chips. I’ve never had a scope this expensive in my hands before. But I realize now that I need to adjust using the top of the turret before using the micro adjust. Read the manual a few times before it sunk in completely.

Glad you got it figured out. Yes all the zeroing is done on the top of the turret. Once you are zeroed tighten the small Allen and then you use the turret to dial your elevation.
