From what we know so far, if this kung flu came out of Wuhan lab , successive US admins are much to blame as the Chinese. COVID is a global effort and was released from China because that is the most believable scenario. Solely blaming China is easy because they are the modern boogeyman.

Apparently we found the Chineses Bear Pit.
Whether or not Covid was Natural or Lab Leak (two leading theories, american/chinese Bear Pits not withstanding), we'll never know because China sat on it for months and my guess is they wiped the evidence clean by now. As late as Jan 2020 they were still saying it was "not contagious for human to human transmission" (I picture Kevin Bacon in Animal house):
