    Could always get the 24 and hack it down later if you want to go shorter. Really depends on what sorts of velocities your needs require and if you want to save a little weight for a few FPS.     Sure, in a criminal case. However, the nature of most speeding tickets including the one issued to the OP is that they are civil cases. The burden of proof is much lower as the state must only prove a preponderance of the evidence.
