What size groups you getting at 100y? Bolt actions too for comparison sake. I am not sure what to expect out this rimfire. Mine is punching right at 1 moa with Hornday 17g ammo.
Cherry picked groups will make you feel good,
but the aggregate group size, all 50 shots, is 2 moa.
It's not benchrest ammo.
Center of critter out to 200 yards is it's purpose.
Assembly and component issues, along with some hefty velocity shifts,
is responsible for the spread, both vertical and horizontal.

I don't know why I always end up with sideways pictures. I shot five adjusted zero and shot five more. When I zeroed at 50 the groups looked pretty good too. I have about 3 diffrent lots numbers of the hornady. Bur the odds I waste an entire box on paper is pretty low.
Picture changed due to senior moment.
The first one was the 17 hm2 at 100 yards.
See?
Here's the results from the NTX 17 hmr, I'm using currently for rodent control.
That 200 fps+ ES is typical of the recent runs of 17hmr production.
Most of the impacts will be within a 1 inch spread, but there's always
a half dozen, or so, of those hot/weak cartridges messing with results.
