I pressured out at 2810 with H4350 with 147’s
With R16 I hit pressure at 2900ish and I run it at 2800 comfortably with 147’s.
I use Winchester 243 brass so I can stuff more powder in than most other common brass.

With a tikka go a little lighter on bullet weight because the barrels are generally slower MV wise,
I would do a 136gr Scenar load
Going over 139gr is probably not gonna get you the velocity you want.
Heavies as suggested here are not always the answer

I’m running a non standard chamber and really roomy brass with a long OAL.
My load would 100% blow primers in lapua brass and a standard chamber.
If you have H4350 data I’d drop down half a grain and start there.
Many including myself end up at a similar place as H4350 but with more speed at that charge
