Well, most man portable 50's are primarily anti material platforms and are not designed for sub moa capability. With that said, there are plenty if the high end rifles (eg, AI AW50) that will shoot MOA or sub.
The new world record for a 50 at 1000 yards was set last year with a group of 1.995. That was with a rifle in the "heavy gun" class (50 pounds). More amazing, tll shots were in the 10 ring. Lee was shooting IMI brass, with home-made, lathe-turned bullets pushed by Vihtavuori 20N29 powder and RWS 50-cal primers (good luck getting those). The rifle was custom, to say the least.
As for semis being less accurate, not so fast. The Barrett M82A1 is designed for quick anti material shots with a 10 round magazine. It is a combat rifle built totake a fair amount of abuse. A 2 MOA Barrett is a good one.
Then there's the Accuracy International AS50. Not sold to civilians, it was designed from the ground up with the Navy SEALs in mind. That rifle has shot sub MOA in a compact package (relatively speaking).
Ammo is critical for accuracy in a 50. Don't expect MOA performace with milsurp ammo. Unless you lathe turn your own from your secret recipe like Lee Rasmussen, there are manufacturers that offer bronze lathe turned bullets -for a price. Most of us great unwashed use the Hornady A Max as the "accuracy" round. Not inexpensive, but a shade less than the other options. Opinions will vary on bronze, butsome do not like to use it basd on concerns about barrel wear and tear.
