With your budget and preference for the Remington 700 I'd take a look at the Bergaras, especially the B14 HMR in 6.5 Creedmoor it is built on the Remington 700 blueprint but fixed the issues, i.e. extractor, side mounted bolt release, safety, feeding ... . Since it is built on the Remington 700 it has a lot more aftermarket options than many of the other brands. I got one and it has been a very satisfactory rifle with groups from 0.3 to 0.7 MOA. it shoots well right out of the box and the stock with its molded in aluminum chassis, pistol grip and adjustable length of pull and cheekriser is great. The trigger is decent, and the bolt smooth. The barrel comes threaded iin 5-8/24 with protector, and the stock has sling swivels on the bottom, as well as QD flush cups on both sides. Price range depending on where you get it is anywhere from $849 to $999 new but sometimes you can get even better deals on used ones. BassPro has some kind of special deal going on with Bergara and actually has it with a 24" barrel instead of the regular 22". The magazine it comes with is a 5rnd Magpul AICS, and it will accept and feed from the 10 round, or all other AICS style with no problem and they are a lot cheaper than the Tikka mags. The action comes drilled to accept any Remington 700 scope base. Take a look at one at a local gunshop, maybe they'll even let you try it out.
By the way I'm running a TriggerTech Rem700 Special trigger, and a Patriot Valley Arms 'Jet Blast' muzzle brake in 6.5 Creedmoor on mine but I'm hoping to put a TriggerTech Rem700 Special Two Stage trigger on it once TriggerTech releases them in Q2.
