I’m looking to do a 6.5 Creedmoor rifle this year. My budget is not great, $1500 max without scope and rings. I’m leaning towards the Remington 700 5r with trigger tech swap out and some sort of muzzle brake. Down the road at a latter time replacing the stock. Anything better out there in that price range?

Lots of love for the RPR around here or just piece together your own with a Kelbly Atlas or an Origin and set it all up the way you want it from the start.
Quality out of the 700s is on the floor. And youll have to either live with or iron out all of the well documented issues with the action(Primary Extraction) along the way which in my opinion, aint worth it.
Give Tikka a long hard look before comiting to a 700. They can be had for not that much more and the support for the platform grows by the day. Not quite 700 support but all the important corners are covered.
Lots of chassis makers will make a Tikka footprint chassis too so no issues there when you r ready to upgrade.
RPR is a good option too. A bit more limited when it comes to upgrading/tailoring the platform to you but its proven and you can get a quality stick for it in no time.

I have a Remington 700 Tactical 20” 308 and it’s a tack driver. Switched the trigger to a Timney, stock to a B&C M40 and added a Surefire muzzle brake and have been very happy so far with it. I reload 168gr with Sierra GM and get good results so far. I was thinking the 5r barrel will be just as good if not better. Here is the 308 groups at 200yards. That’s why I’m leaning towards Remington.

You can find a Tikka Tac A1 around or just above $1500 when there are deals.

Not saying that a New 700 will be crap, just that they are a box of chocolates these days and if you are on a limited budget your hard earned cash is arguably better spent elsewhere. Just an opinion.
If you have an old 700 around i guess you could make the argument of chipping it up and making a decent gun out of it.
New, for the money, there are way better things out there. Ive had a few "raced" up 700s and you end up paying almost as much as you'd would've going with a custom action.
Again, my opinion. Your millage may vary.
With your budget and preference for the Remington 700 I'd take a look at the Bergaras, especially the B14 HMR in 6.5 Creedmoor it is built on the Remington 700 blueprint but fixed the issues, i.e. extractor, side mounted bolt release, safety, feeding ... . Since it is built on the Remington 700 it has a lot more aftermarket options than many of the other brands. I got one and it has been a very satisfactory rifle with groups from 0.3 to 0.7 MOA. it shoots well right out of the box and the stock with its molded in aluminum chassis, pistol grip and adjustable length of pull and cheekriser is great. The trigger is decent, and the bolt smooth. The barrel comes threaded iin 5-8/24 with protector, and the stock has sling swivels on the bottom, as well as QD flush cups on both sides. Price range depending on where you get it is anywhere from $849 to $999 new but sometimes you can get even better deals on used ones. BassPro has some kind of special deal going on with Bergara and actually has it with a 24" barrel instead of the regular 22". The magazine it comes with is a 5rnd Magpul AICS, and it will accept and feed from the 10 round, or all other AICS style with no problem and they are a lot cheaper than the Tikka mags. The action comes drilled to accept any Remington 700 scope base. Take a look at one at a local gunshop, maybe they'll even let you try it out.
By the way I'm running a TriggerTech Rem700 Special trigger, and a Patriot Valley Arms 'Jet Blast' muzzle brake in 6.5 Creedmoor on mine but I'm hoping to put a TriggerTech Rem700 Special Two Stage trigger on it once TriggerTech releases them in Q2.

I have a Rem. 700 SPS Tac that shoots 1/2 MOA all day and am very pleased with (sample size of one). The Howa 1500 in a KRG Bravo chassis from Brownells is around $1000 and certainly would get you going too. From what I understand (never shot one), they have good triggers. I have shot a Tikka T3x A1, and that is one smooth operator. For less money than the A1 though, you could get a Tikka T3x Varmint with a 24" barrel and swap out the stock for a Bravo and for $1300 have one heck of a rifle that also takes AICS pattern mags.

Just picked up my ctr on Monday and it is a very nice setup. Bravo stock is on order. Right at $1300
Tikka, Bergara, RPR, Howa would be what I would look into before going the 700 route these days...
B14 HMR or the Tikka Line up depending on your use really.
Triggers in the Tikka are excellent and normally very accurate out of the box. The Bergara has more adjustment in the stock and looks to be very accurate. Also is the Rem 700 footprint so stocks are easy to find.
Check out Franks review on the Tikka. Its a nice example of how popular they have become with the extras available now.
I have had both the Rem and currently run a Tikka Superlight in Creedmoor wearing an MDT ESS chassis. It was accurate with the standard stock, excellent with a B&C medalist and now it's crazy accurate in the MDT with the Norma 130 Match ammo (that is also well priced) but you have better options over there.
No need to swap a trigger out in the Tikka as they're adjustable but Timney are making one for them too.
If you can, go in an have a feel of the mentioned rifles and see which one takes your fancy.

I should add that I have a Christensen arms Mesa also and have really come to like that rifle also. Seems well built and proved to be very accurate.
I built a creed off a tikka action through DMR rifles... It is lights out. I think you could do one for 1500
