@EvilEmpire you've told us what you're not going to do with your new bolt action. What you haven't said is what are you going to do with it.
Almost every suggestion you've received has made a shitload of assumptions about how you will be using this rifle. Those assumptions are most certainly based in the preferences and biases of the person making the suggestion, and not on yours. Understandable since you've said nothing other than you want a rifle and you don't care to compete (compete in what?)

I will say this, I hardly ever recommend a first timer spend money on a custom rifle. Custom rifles are best suited to people who know what they want. A first time buyer/user of bolt action rifles typically doesn't know what he doesn't know and it's best to learn the lessons on the cheap.
Once you have some more first hand experience, you can develop a clearer idea of what you want in your next rifle. Then buy or build it exactly your way.

- Are you only going to use it to hunt?
- Are you going to use it for both?
- If you're going to hunt with it a few more questions
- How far will you hike/walk with it?
- Along what kind of terrain?
- What are the distances you think you will most likely shoot an animal from?
- What kind of animals do you intend to kill with it?
