Ive got the load worked out.
Brass-
I ended up necking down BHM 308 brass. Prepped it very well, and has given very consitant results.
Bullets-
I was seemingly having a hard time getting desired resuts with the 162AMAXs. Erratic velocites and inconsistant groups. I figured I had my brass woes figured out, so I weighed the bullets. I came up with .8grn spread from lightest to heaviest. My test consisted of 15 bullets. I thought that was pretty pittiful, and was not going to sort bullets. So I grabbed a box of 168 Berger VLDs and weighed 15 of them. All came in at 168grns.
I basically started over with load devlopment. Tried RL17, '15, Varget, IMR4007, and H4350. Like with the 162s RL15, and Varget did very well, but with both powders I ran into some pressure before I got to the velocity I wanted. Enter H4350.... I loaded up to 48grns, which was a bit hot. 47.5 proved to be the best in all areas. Low ES/SDs. Outstanding accuracy.

Necked down BHM 308Win brass
168 Berger VLD .010 in the lands
47.5 H4350
Fed210M
AVG 2711FPS via 22" Broughton.
Im quite happy with it. There will be definately more 7mm08s in my stable in the years to come.
