As far as sighting in and adjusting a rifle scope, what is the rule of thumb on which way to turn the turrets? Take for instance the cross-hairs are centered on the bulls-eye and I'm shooting high and to the right.. Should I turn the turrets in the direction that would bring the bullet impact down and over to the cross-hairs (down and to the left) or should I take the cross-hairs to the bullet and spin turrets (up and to the right)??

Typically the turrets are marked Left/Right and Up/Down with arrows.
What you are moving is POI. If you are hitting low left then you need to adjust your turrets Up and Right.

Is this your NF F1? If so the turrets are CCW. Soooo, if you are high and to the right, you need to turn the elevation knob clock wise to move impact down. Turn the windage knob clockwise to move the impact left.

Clear as mud?

So if I have about 36 mils of elevation adjustment (top to bottom) I should zero out my knobs leaving me with 16 mils up and 16 mils down, correct?

Not exactly. If yoou are using a 20 moa base and sight in with a .308 you will probably be in the lower half of total elevation. Some where around 18 mills of elevation.
I'm not sure if you have a 0 moa base but it will be less than 18 mills left of elevation.

Start from center and sight in. Keep track of the adjustments, then you will know what you have left.

Just measure the group's offset with the reticle or with a ruler and make the needed change. If you are say 2 mils high and 1 mil left. Dial 2 mils down and 1 mil right. When you move the turrets you are moving the point of impact of the bullets. The direction you turn the turrets is normally written on the turrets themselves. It's really that simple.

Turrets are marked with the direction in which the point of bullet impact will move. Meaning: The direction that will move the bullet hole in the target toward the location of the crosshair when the shot was fired.

Example: If you want to move the point of impact up, dial up.
