Perhaps they are seeking a stable shooting position so they can pick off the (mostly peaceful?!?) mob surgically rather than just spraying them, at a distance that will prevent being struck by bricks or Molotov Cocktails. If you're (supposed to be!) the only ones out in the streets with firearms, no particular need for cover or concealment.

Just a thought.

The guy I'd be worried about is the one about 20 feet back who is aiming right up the butts of the rest of them. At least he's not likely to be the first hit by any incoming skip fire.
