You are running at or above the recommended pressure, but you are likely still under 65 ksi.
The main problem with running here, is there is no margin left on the high end.

If you mix brass, or even have variations within a given headstamp, you might see the issues you have with those differences you are showing.

The load pressure is not trivial at 41.5 so you have to have the brass prep on point or you might want to stick with sorted brass.

If the primer can "piston" due to headspace variations, then it makes the issue look worse. This happens when the brass shoulder datum is on the loose end, as in when folks follow the old direction on dies that tell them to screw it all the way down.

With the ejector spring pushing the brass forward to the shoulder datum, as the pressure builds the primer gets pushed toward the bolt face and then the brass comes back. The effect can make it look like over-pressure. When brass is properly sized to the chamber, there is much less of this effect since the gap between the bolt face and case head is very small.

Did you notice the difference in the Norma versus the Hornaday? So, not only is it worth your time to learn the next level on brass inspection, I would also encourage you to learn to watch differences in case volume via water capacity.

Always play it safe, or just shoot the next bigger cartridge if you must. But as always, YMMV
