Actually, what you've described is the preferred method for bolt guns, and Ops has a specific shop do that very work. I had that shop re-coutour a barrel for me, and it went from under 2" at 100 yards, to over 5" . So, IMO, even machining a barrel ain't no gurantee of nuthin.'
Basically, you gotta shoot it and see if there is a baffle strike (I always eyeball my barrel / can alignment before shooting the first time to observe any obviouos non-concentricity)
That said, the thread on brake and collar on barrel method also works.
A good amchinist will be able to tell if the collar, bore, barrel, brake or anything else is out of line. For a more technical explanation, a qualified machinist would be the ticket.
