"The bore is stuck with a 140gr bullet, a steel screwdriver head, and severl broken aluminum guide rods. I have tried everything I could to clear the bore but failed. I sent this to a gunsmith, who tried to drill through the obstruction and has also failed. The same gunsmith also damaged the chamber during the attempt. He also damaged the cerakote finishing a little.
To this point, I don't think the barrel is fixable."

First thing I would have done is stuck in the Deep Freeze for several hours. Definitely possible bullet could have been pushed out with the dimensional change.

I like the hydraulic idea but not sure where you can find the fixture they can do the job
 
I don't think you're going to find a simple adapter to go from the barrel thread size to standard hydraulic fittings... could be wrong, seen the hydraulic guys come up with some funky shit before

What about a blank? If simple hydraulic pressure would push it out. I think firing a blank would probably be a lot easier

A blank put it in there. A blank aint going to get it out.

Also barrel thread sizes are standard thread sizes. so it wouldn't take much to make one if needed.
