Movie Theater Anyone know this movie?

A long time ago (relative term- probably in the 1990s) there was a movie that starts out with an assassin on top of a building, shooting up an airplane on the Tarmac with some political officials on it. He's using what looks like a Barrett rifle with a bipod that he is securing with a Hillti nail gun to the roof top. They eventually kill the assassin by nailing the same rifle down the top of a car and shoot him as he is fleeing the scene in a pickup truck.
Does anyone remember this movie?

Naw, it was a little earlier than that. That was about '97, wasn't it?

I can remember the name of the actor, but he played in "The Crow " the tv series and was the bad guy with the "nuke material" that he ends up eating in the Jet Li movie Cradle to the Grave.
He shots the guy as the truck is going down a hilly road.
