Basically if you're a GS-1811(criminal Investigator) you're supposed to work 50 hours a week instead of 40 compared to all the other government rubes. This extra 10 hours entitles you to LEAP pay. Law Enforcement Availability Pay is like an extra 25% of you base salary. So what a number of people at ATF were doing in HR and some other positions were making or coding them and their friends for LEAP pay until someone reported this to the US Office of Special Counsel. The whistleblower was also retaliated against. Bottom line is that a fair amount of people were paid extra for not working, and not being criminal investigators.
