Was looking at a rifle today with a aw cut receiver was wondering if the bolt should hang up on the mags plastic insert when mag is empty.looking for thoughts?

That's actually a good sign. That means the mag is as high up in the action as possible and also means the bottom metal was likely tuned so that it would feed reliably out of the AW mags. A true AW does the same thing.
My AW does with every mag I've put in it.None of my True AI's hang up on a empty mag. Actually the only one that has is my PSR on the 338 mags.

Weird....I've had like 5 different AW/AX/AT rifles and the only one that does it is on my PSR with the 338lm double stack mags.
Both AWs and both AXs will lock back on an empty mag. Any of my mags will do it too. Mine are not 338L either.
