Was looking at a rifle today with a aw cut receiver was wondering if the bolt should hang up on the mags plastic insert when mag is empty.looking for thoughts?

That's actually a good sign. That means the mag is as high up in the action as possible and also means the bottom metal was likely tuned so that it would feed reliably out of the AW mags. A true AW does the same thing.

Both AWs and both AXs will lock back on an empty mag. Any of my mags will do it too. Mine are not 338L either.

Just saying all four of my guns work that way. And so will the Badger action that is set up for AW mags (sometimes).
The bolts in my M2008 and M2013 will both hang up on the magazine follower *IF* you push up on the magazine.
There is ~.050" vertical play in the magazine.
If you don't like the bolt catching on the mag follower, you can grind a little slope on the back of the follower.
Personally, I think the bolt catching is a good thing. Very obvious indication your magazine is empty.

My AX and my buddies AX don't hang open on an empty mag. If I push the back of the nag up then I can make the follower engage the bolt and hang open on empty.
One mag hang when empty and one mag hangs hard with one round left to chamber may have to trim the mag at the catch and release point or whatever they call it .i like the idea of the stop on empty mag runs like the old mausers.
