My hunting partner has one, a Wilderness HMR model, and its an awesome rifle for not a lot of money. I really liked the stock, easy to set up for a specific shooter and get comfortable behind. It was grouping at .6 at 100 yards for him, I didn't shoot it for groups, just some short range (200 yds) steel. I've been going back and forth between picking up a Bergara and going the custom route. I ended up buying a used bighorn action, so that made the decision for me, but I'm still not entirely sure it was the right call. For what I paid for the action, I could have picked up an HMR and an afternoon worth of ammo.
I like them a lot better than the Tikka's (hunting partner also has a couple of those), in large part because of the stock. It doesn't sound like your dad is planning on doing a bunch of modifications and changing out all the parts, so the Bergara seems like a great choice. Really accurate rifle that comes with a nice adjustable stock, get a decent scope and your off to the races.
Maybe once I get a few rounds through the TL3 I'll forget about the Bergara.
