Best is difficult.
Along with the others mentioned I'd throw Mark Penrond in the group as well. Solid guy, solid builder, between me and a couple friends we've got no less than 7 of his rifles, tactical, benchrest and hunting. They all shoot and were perfect from the get go.

At this point, if I were not doing my own stuff, Tim @ Suppressed Armament Systems would get my nod every time. Tim is a friend, definately knows what he is doing, and is damn good at it.
