I would offer that there is no one best place. Your best bet is to try various dealers and see who will get the you the best price at the time. Verbal prices are often/usually lower than advertised prices because the vendors have contracts that don't allow them to advertise below MAP (minimum advertised price).
As for service after the sale, unless the unit is defective out of the box, don't expect service from the vendors, but from Pulsar...and Pulsar should take very good care of you. After all, why would you send it to the dealer to only have the dealer send it to Pulsar and the the process repeated in reverse to get back to you. That would actually delay you getting your scope back. None of the dealers do repair work on Pulsar scopes. Pulsar does the service.
