I've played the rebate game a lot over the last few years, and between rebates, and some of the cash back sites, you can get some really cheap prices. I haven't paid more than $7.50 for a box of 9mm in years and some black friday deals I've got close to $6 a box. I usually expect 2-3 months to get something back, larger rebates now are usually on a debit card. I've seen some take much longer, Winchester had a shotgun ammo rebate out a couple black friday's ago, took over 6 months to get it. The rebates now are also really easy, more and more let you do them online and photo UPC's, receipts etc. so you don't even have to send anything in. Looks like at least the Federal one does.
Generally the companies do a pretty good job of identifying quantities. However the CCI one is a bit ambiguous. Not sure what the price break is, but you might be better off buying 500 round bricks, as opposed to 5000 round cases. I'd try calling Vista who knows how long an email might take to get back. That said I see some "concerning" wording in the CCI/federal rimfire rebate terms and conditions I have not seen before.
" Online order confirmations do not constitute proof of payment. To qualify for the rebate, order confirmation must be combined with the packing slip included in the shipped package to show amount paid and delivery confirmation."
It's probably not worth worrying about, I've yet to have a problem getting a rebate. They are probably having problems with people placing orders, then cancelling them, but applying for rebates. However, many times I order ammo, and it never comes with a packing slip, proof of purchase etc. in the box with the ammo. All I end up with is the email receipt (really just an order confirmation), and maybe another email with tracking info. The advantage to submitting online is you can always include extra pictures/documentation. You can photo the shipping box label, with ammo in it, tie that to the email with tracking info, email receipt, etc. and that should be more than enough. I always worry some of these lawyer statements like the above could be used to reject a lot of rebates if they wanted to. So far though that has not been my experience.
