1) dealer fills out two copies of the form 4 and a certificate of compliance.
2) signatures are needed from the buyer on the above two items plus needs to provided 2 blue finger print cards filled out plus two passport photos.
3) the photos go on the back of the form 4
4) Both Form 4's (singed by both the dealer and the buyer) with the photos attached get dropped off at the local CLEO for the local back ground approval.
5) after the CLEO sign off the form 4's come back to the dealer, (the dealer should have at this point the 2 completed finger print cards and the certification of compliance) takes all three items plus a check made for 200 made to the batf. (this is the application fee)
6) after approx 4-8 months depending on the examiner the DEALER will get 1 copy of the approved signed form 4 (or denied) (this is where the buyer gets a phone call)
7) Buyer then comes into the store and gets the original form 4 (i as a dealer always make two copies, i give an extra to the buyer and keep one in a file) the buyer gets their item
8 ***** IF FIREARM*** a 4473 form has to be done. BUT no nics is preformed due to the fact of an APROVED NFA ITEM. But the form has to be completed.
one side note, paper work at the national level can only be submitted BUY law if the dealer has the item on had. SOO the point is, if the dealer has to order the item he has to wait till it is MFG then mailed to him/her to begin.
Hope this helps </div></div>
Ours is a little different since we mostly do transfers on a Trust or LLC here. There is only 1 county around here that will actually sign off, but most people live in Harris and they will not sign. Plus going with a trust is easier then having to get a signoff every single time. Instead of 2 copies, of the form 4, we do 4, 1 customer copy, 1 FFL copy and 2 to the ATF. Only 1 Certificate of Compliance gets printed.
