I think a newer shooter's first bolt action rifle should be relatively basic and generic. Little more is needed in establishing the basic marksmanship skills. For accuracy, favor a rifle whose purpose implies accuracy. To my mind that calls for a Varmint rifle.
Mine would be chambered in .223, because there is such a myriad of reasonably good commercial ammo choices being offered for this chambering. It's also a good choice for beginner handloading, when that time arrives. Meanwhile, the chambering allows better use of ammunition funds.
I like
Savage rifles. They have good reputations for accuracy out of the box and for reasonable pricing. I also like their Accue-Trigger and Accue-Stock.
Mounts and optics; I think inexpensive stuff is good for starters. Lots of time to consider more complex and/or costly stuff later, but the first order of the day is to get it all up and running ASAP. I use the Tasco
VAR624X42M. The features and quality meet or exceed a beginner's needs, and the price won't be postponing anything important. This scope will also serve well on a .22LR trainer, when you decide to upgrade, if you decide. I kept mine and bought 3 more, and use them in a variety of applications where I need good magnification without costing an arm and/or a leg
That's a significant issue, having a .22LR trainer. Marksmanship excellence demands a lot of repetitive practice, and anything that serves the purpose and also saves bucks is a huge plus. That's where the .22LR is absolutely gold in the pocket. As above, keep it simple, basic, and low cost. I use a very basic Savage MKIIF.
