Here is an idea. This is a virtual pile of shit by the city. Shame the city. Better yet, get a lawyer and sue the people personally responsible for this citation. Sue them into bankruptcy. Yes, it can be done. If people can steal money from Trump because he looks orange, they can certainly get money from people that clearly need to learn a lesson.

While many times, there's a lot of other things going on that people don't consider. And I'll attempt to defend the reasons behind them.
But this aint one of them. Anyone citing someone like this in a city with these other problems needs at minimum substantial retraining and disciplinary action. I'd probably also argue that something like this should be a fireable offense.
At the very minimum, someone from the local .gov should just go out there and paint it for the man rather than even consider a citation.

Sue them for writing a citation? What am I missing here? Like personally suing a law enforcement officer, for emotional distress, over writing a citation for speeding?
I have had this story told to me many times, I have never seen it as we have never had TV in our jail here.
In the places that have TV I am told they really don't care what is on TV just as long as it is something. If someone comes in and starts to have issues, you turn off the TV. Watching game shows all day may not be much, but it is something to pass the time, and the people inside that have now lost that TV tend to get cranky. Not at us but at the guy that got the TV turned off. It usually corrects itself fairly quickly and usually with just words. Once and a while you will get someone that thinks he is all that and a bag of chips, and that usually does not go well for him....but most of the time, like 98% it is just don't get our TV turned off again and your stay here will be much more easy.
I wonder if you grabbed a handful of people that are known to paint up things like this, gave them a brush and a bucket and said you are not going to go home till this is clean. A little Sheriff Arpaio type deal. I have a feeling things would calm right down.
But that is not the way it works anymore, the entire game is setup up to punish you for doing the right thing your entire life, and reward those that do not. They want to destroy it, there is no other explanition for it.

There was this case recently not far from me, where the "heroes" of the local militarized police destroyed some woman's fence and part of her house while trying to "get somebody quicker".
Then the Uniform hangers promptly came along and wrote her a fine for having a broken fence...

So far as I can tell, that is a non-answer. The Constitution sets courts and gives Congress and the President to create and pass laws, levy taxes. What things not enumerated by the Constitution are in the bailey-wick of each member state. Nothing specifically speaks out against fines for unkempt conditions.
The only thing that comes close is possibly what you mean, since you refuse with the power of a religious faith to directly answer the question, is the 2A. Defense against tyranny. Well, then, why is the tyranny not being resisted? Why is there not an uprising in the modern day Sodom and Gomorrah?

Look at what’s happening with immigration. That’s cat lady logic on a national scale.
