You would have to take about 0.0395" out of the scope rings. And do it perfectly evenly to prevent issues with alignment. Possible... yes, with a good lathe, face plate or four-jaw chuck. And you would probably need a pin hone.
If I were trying to do it... I would cut the rings one at a time on a lathe to remove about .035". Then mount and torque the rings next to each other in a base and use a pin hone to take the last .004" out of them as a matched pair.
Keep in mind that you will also be removing any coating and the raw metal underneath will be susceptable to corrosion/oxidation.
It's a lot of work.
Possible? Yes. But worth it... probably not. You would be better off getting some USO rings or similar high-end rings that are the right diameter to begin with.
