That was totally done as a vote getting red herring for the Dems. Every R that was forced to weigh in on the subject lost votes. It’s not a good platform for the Rs and will lose them swing votes every time. As to who did it, I think that was answered on the surface within a day or two. You just have to understand who might have had something to gain/prove from its release.
