Gunsmithing Cerakoted inside of receiver?

I just got my Savage build 6.5cm back from the gunsmith. Noticed the bolt had more drag than when I took it in. I had the barreled action cerakoted and found when I removed the bolt that the entire inside of the receiver had been cerakoted. It was my understanding that the inside of the reciever was taped off so it didnt get over spray or cerakote inside it. Is this correct? I emailed the smith and told him about it and he said that the cerakote was only .001" thickness and should not have caused any problems. The problem I see is that cerakote is rough textured not smooth and slick like the teflon coatings or even smooth like the stainless finish that the stock receiver was. He said I could bring it in and he would work on it with some lapping compound to smooth it out but once again I seem to remember seeing that cerakote had to be blasted of because of its adhesion.

Am I way off here and wrong about this or was this done wrong in the first place by the smith?

Most I have seen are coated inside and out. Just cycle the bolt a few times and it will lap in and smooth out. .001 is correct on the thickness give or take. Sounds to me that the job was done correctly. IMHO.

Depends. If he dry-sprayed the inside that could be causing your issue. It should be fairly smooth. I also plug the lug area. I sprayed a few 700's that had to be redone because of dry-spray and thickness. Now I can easily do Stiller receivers and bolts and they run smooth.

I also find using KG 1600 on bolts works well. I can spray it thinner than Cerakote and it has PTFE. It only comes in flat black however.
