What are 2 divisions of men armed only with small arms going to do without resupply, armor, air support, or intel? If I were planning a venture like the one you describe, I would stick to high density cities. Police are stretched thin, break down the forces into small, 4 or 5 man teams and spread them all over the city, time a coordinated attack, and police will be virtually helpless. They could do the most damage, and have the least amount of resistance, and then they can blend in with everyone fleeing. I was thinking about what would happen when the dust settles, and it dawned on me that the .gov would likely not act on any intel that an event like this was coming. Think of the public support they would have for a new, and far more intrusive version, of the patriot act, and we know how the .gov LOVES control.
Could they do a 9/11 style attack with thousands or more dead in a day, absolutely. How does that help China though? If anything, it would hurt them severely.
Taiwan will be a moot point in a couple years. There are a 50 new microchip factories being built now, 21 are in the US, and they'll start coming online this year and next year. Companies and governments saw the risks, and are just buying time to mitigate them.
