It's a joint project. Obviously Cooper makes the action, they also probably barrel it. From what I can tell, Colt makes the stock and rails and marries everything up.

I held one just this past Wednesday. It has a great balance. The stock I was told is a Manners T2. I called Manners yesterday to ask and confirm the exact model and I got two different answers. One person said it was a T4 but it does not have the rear hook. From what I can tell the barrel and action is Cooper, the stock is Manners and so I assume the bottom metal is Badger. The magazine did say AI on it, if I remember correctly.
Price was $3200, I am told they are going for $2000 at some gun distributors.
I didn't realize they came in anything other than Colt's chassis. I see from Colt's website that they do also come with a Manner's stock as well as with a wood laminate stock.
I bought a Cooper Raptor 308 Win a few months ago. The Raptors are a limited production rifle. It looks very similar to the Colt rifles with similar specs. I'm very, very happy with the Cooper. It is very accurate (averages .250 to .300 MOA @ 100 yards) with 168 SMKs with IMR 4064 and RE15. The rifle is very well built and the quality is outstanding.

My buddy is thinking of getting one. I don't know enough about bolt guns to give him any input other than the top tier seem to be much more money than this offering.
