Bad example! That's not "new" that's been the norm as long as I have been around here. The council is corrupt, the mayors have been inept. Hell if you can actually get 911 fire or rescue to respond consider yourself lucky. But make them a state they can run that much better, probably about as effective as they have managed the metro.
