You would need a new action and bolt (and possibly a new stock that takes 338 mags) and have the barrel set back and re-chambered. You are better off selling the 338 Win and building a 338 Lapua from scratch or buying one off the shelf.

Not necessarily. You could get a ptg bolt and just re chamber it, might not even need set back. This is assuming it's a 700. If it's a detachable box mag you just need non cip Lapua mags then.
Not ideal setup but it works, custom actions with 750 diameter bolts are little better suited to the Lapua.
