You are not allowed to shoot people unless they pose an imminent threat of death or great bodily injury to others.

The police determine by his actions he may be under the influence, so they call an officer who is qualified to perform a field sobriety test.
After he fails the test, they try to place him in cuffs for his and their protection. All the while they speak to him courteously.
He becomes combative, wrestles with 2 cops and with all the liquid courage he can muster, he breaks away from both officers.
While being chased, he turns, points something at the officers and the officers see a flash and a bang.
Thinking that the perp has just fired 1 shot at them, the officer returns fire before the perp can get off another shot.
Now in the heat of the moment isn't that more likely to be the way this went down or do you honestly think they were out hunting black men?
Police officers have to make decisions in less than 1 second. Lawyers will have months to overthink their actions.
