Deprime while neck sizing.

I've long switched to Lee's collet neck dies but all of my old conventional neck dies came with a conventional expander assembly which included a standard decapping pin; have they changed in the last twenty years?

I do prefer a (Lee) universal decap die so I can tumble and then clean out flash holes at the same time as I size the cleaned cases.

Lengthen the rod enough to allow punching out the spent primer....Yet screw the die UP a few turns so you are only sizing part of the neck, maybe a caliber length...without coming near the shoulder??

Or, you can usually take the expander ball off, and replace it with the expander ball off a smaller caliber die. I have used my .223 expander ball in my 30.06 die, so it just sizes the case and removes the primer without expanding the neck on the return of the ram. This I figured out when I had a couple cases that I didn't like the primer install on, but didn't want to resize the case again.
