Do some guns just like heavy bullets?

Ive got a Remington 700 SPS Tactical in .223. I mounted a new scope on it and started shooting it at paper. I can not get a good group or even a consistant group at that. It has the 1:9" twist. At first i thought it was the scope that was giving me bad groups. I mounted the old scope and got a group that was even worse. Ive only been shooting 50 and 55 grain bullets (some 55 grain FMJ (two brands) 50 grain V-Max and 50 Grain Hollow Points) I picked up some Prvi Partican 69 grain HPBT and got my best group so far. Im going to get some 75 grain bullets just for shits and giggles to see what happens.

But im curious, even though its only a 1:9 could it possibly only shoot heavy bullets decently? Or i just was lucky enough to get the lemon as far as guns. I was getting groups like this out of an H&R .223.

Here are my groups so far

It certainly can make a difference, FPS isn't everything to accuracy it seems. My .300 WM gets the best groupings from 168gr at ranges under 600 yards but beyond that the 190gr get the tightest groupings.

PMC Bronze 55 grain FMJ (ive actually gotten these to shoot somewhat decent before in another gun)

American Eagle AE223 55 FMJ (first time shooting them just for the cases)

Handloaded Speer TNT 50 grain (shoots great out of my moms gun, thought they would at least shoot decent in mine)

Fiocchi 50 grain V-max

Ultramax 55 grain FMJ

So far the PRVI Partizan has shot the best... would it be worth trying some 75 grain bullets? or should i try a few more 68 and 69 grainers?
