Working dogs have always been high value targets. Military working dogs have been wearing protective vests for quite a while. Bounties on working dogs is nothing new.

One of our vendor we buy dogs from is in Mexico. He's had 7 dogs hung from a tree and he himself has been pulled out of his vehicle and had a gun on his forehead, all for selling police. They know that a working dog is the best tool that law enforcement has for drug interdiction.
If some fuck hung my dog from a tree, I would personally hunt them down and hang them with their own intestines while they were still alive

Getting into making and effectively using decent explosives usually takes a lot more motivation, dedication, intelligence & nothing to loose than probably most of the Mexican victims of cartel violence are willing to step up to the plate with. Those with that are already making their own groups to hunt down killers. The Mexicans have a bit of a cultural problem with not being interested in the same individual drive to fight evil & oppression as their crazy neighbors to the north.
When the money controlled by the cartels exceeds the yearly budgets for the governments of many of the countries they operate in, and the people tend to be poor and have a low standard of living, the money makes things go their way when needed.
Even if you go on a near full war like we did in Columbia years ago, it will just move to some other country like it jumped to Mexico as long as the demand is there.
The problem is like trying to put out a fire in a house when there is a gas tanker parked up the street pumping gasoline at full speed into the house.
Trying to stop the supply is backwards & not going to work. Much like trying to stop illegal immigration at a physical point while offering the world free if you make it past that point. If you want to end the drug war, you have to cut off the flow of money from the USA and other "rich" countries to the illicit drug trade (and get your intelligence services to stop using it to fund their off the books operations as well).
We have tried many things that all have just failed miserably and destroyed our freedoms.
I think what we should try is having the government buy all the best drugs cheaply from big Pharma, and sell them openly, cheaply enough that nobody can compete, that would destroy the cartels and the entire illegal drug trade to the root in a couple years and probably the same amount of idiots would drug themselves to death and then thanks to Natural selection, those that are left to survive will be those not interested in drugging themselves up & the children of such...
Of course nobody wants to do that, they will probably do something truly stupid like swallowing the government lie that we need to get rid of all cash so they can "save the children" from the drug trade and then stupids in this country will surrender their last freedoms to the government and take their place as fully controlled slaves. (If you don't believe me, just research all these stupid "intellectual" economists saying how great that would be as then the government could fix the economy by forcing you to spend your money or they take it out of your account, or not letting you spend it till they think it should be spent, or how the socialist states in northern Europe actively mess with your bank savings for their own ends.)

That and also there have been quite a number of credible stories coming out over the past decades about various factions in our intelligence services using it to supplement their funding in addition to the usual corrupt local officials doing their part.
It does again come down to you can't fight human nature unless human nature changes willingly. Just as religions based on a similar root, have tried to vilify sex & the human body for 4000 years but it kept popping up everywhere as it's a part of human nature. Just like drinking alcohol, religions using the government have been trying to fight against it for near 1000 years but it's not going away.
I think people need to seriously learn the lessons from prohibition.
Before the stupid religious driven prohibition, a small percentage of the population chose to ruin their lives and the lives of their families & those they came in contact with by abusing alcohol.
Once stupid religious zealots go prohibition passed, people still drank, but now it was under the control of criminals and a wave of violence swept the country like nothing ever seen before as the demand and reward spurred and endless cycle of violence which the government then used to grant themselves more powers at the expense of your freedoms and never let go of. While many officials at various levels lined their pockets well to let things slide.
Then when people finally came to their senses and repealed the prohibition sort of, the criminal issue & violence disappeared. We still have a small percent of the population that chooses to abuse alcohol and ruin their own lives, the lives of their families and those they come into contact with. But we no longer have criminals controlling a large market, nor do we have to worry about the alcohol cartels having raging alcohol wars gunning down people in the streets and turning areas of cities or countries into war zones.
This whole endless, pointless "war on drugs", won't be solved till people are willing to give up their religion/prejudice/culturally biased, incorrectly based ideas and opinions, sit down and have an honest intelligent non-biased look at history, human nature, free will, free choice & individualistic freedom. Then work out a way to help people of their own free will not ruin their lives by abusing things and having the mental tools needed to overcome their problems instead of masking them. It would take a huge change in society, but if it was done, then there would not be much of a problem with drugs, alcohol, food or a number of things, people could do as they wanted and not mess up their lives & the lives of others.
We had the same thing happen about 7 years ago: I was CONUS for a brief while working at our training center in TX. We bought some of our dogs from Mexico and I was supposed to go down there on a trip with one of our trainers for a Decoy school and to select some more dogs.
A few days before we were set to leave a cartel stopped one of our brokers and killed a trailer full of 20 or so dogs and threatened to kill him if he delivered any more dogs to the US.
That was the last of our dealings with the Mexican kennels, by mutual agreement. What was even more fucked up was that those dogs weren't even going to be used for LE in the States, they were eventually bound for Afgh or Iraq.
As for our dogs oversees, I didn't see any wearing armor. Not to say they didn't, just that I didn't encounter it. The vests I saw were just harnesses but no panels.
I couldn't say for certain going back that far. There were a couple of guys who would drive prospect dogs up to us on spec and the kennel owner would pick what he wanted. But for some reason Sergio is ringing a distant bell.
We had a Mexican guy named Arturo that worked at the kennels, who was a professional Decoy in the US and Mexico and handled a lot of the go-between stuff with the Mexican kennels and brokers. He was who I was supposed to ride down with and he passed along the word about the cartel intercepting the load of dogs.
If you didn't hear Sergio talk, you would swear he was a country bumpkin white guy with blue eyes.. then you hear his accent. lol. Speaks perfect English and is pretty well to do, compared to the average Mexican resident.
The Dobe's look to be Canadian. The dog on the right appears o be a blue. Do you know anything about them or is it just a stock photo?
