Does this method (BC method using wind brackets) replace the Kestrel for dialing wind AT THE SHOOTER? Or is it used for wind DOWNRANGE?

If it is meant for wind downrange, then what is the yardage they are referring to when they say “eg. .5 mil at 500yds, .6 at 600 yds, etc.”, is it the distance to target or the distance at which they are reading the wind downrange?
 
The question of what average wind to use for your wind call is complex and there is no definitive answer. All wind between you and the target is taken into consideration, as well as the angle of that wind to the trajectory of the bullet. The art of determining the average wind value to use is the subject of whole books.

The "basic wind", or "mil wind" as it is referred to, is simply the amount of full value wind it takes to cumulatively drift your particular bullet at a rate of 0.1mil per 100 yards, resulting in 1 mil at 1000 yds.

Therefore 0.3mils at 300 yds, 0.6mils at 600 yds, 0.8mils at 800 yds etc..
