Bet it's wired up before the meter.

I was working on a system and had to shut off the power. Installer didn't install a service disconnect so I went to the panel box. Nothing was marked so I shut off all of the double pole breakers. That didn't work so I turned off the main and still had power. I removed the cover and the system was wired to the meter side of the main breaker. Had to call the local power company to come and pull the meter.

Yes. Metal ceilings, metal roof. No insulation. We did put a layer of newspaper between the trusses and the ceiling.
