Ok seriously, they forcibly removed these dumb shits from the road multiple times only to have them go lay down in front of the truck again. At this point who are we to stop them? You may be on to something there. Just keep a bundle of large zip ties in your car or truck for whenever these idiots stop traffic. Tie their wrists and ankles when you pull them out of the roadway so they can't immediately jump back into the traffic. Better yet, tie up all them at once and stack them in a pile beside the road. Subject them to the humiliation they deserve. If nothing else, you would force them into choosing violent resistance, and at that point their facade would fall apart.
Really, all you can do is call the cops and have them arrested. Fucking them up would be nice, but that would be assault.

Except when the cops are under orders to let the ones breaking the law and harming others get away with it, while under orders to harshly punish anyone that tries to protect themselves or fix the issue or enforce the law... sound familiar...
I think that is absolutely the best and most time expedient solution to dealing with these assclowns without violence. Ziptie wrists and ankles, and pull them to the side of the road so traffic can move again. Pepper spray as backup just in case a few of them do get froggy. After watching CC-Unit and People vs Preds' pedo catches where pepper spray had been used to placate even the most belligerent clowns, I have yet to see somebody continuing to want to fight after getting a face full of habanero extract. That is for emergencies. Ziptie and clear the road seems the be the best. Too bad the less-lethal defense manufacturers like Bryna does not offer bolo web ammo aka "Spiderman" or "James and the Giant Peach" rounds that wrap cables around a perp and ties them up instantly right there. I believe Taser or Glock was testing one of these some time ago and don't know if they are available for civvies...

A few days back somebody crashed their banquet by hiding burglar alarms in balloons. They were LUCKY, that somebody did not put superglue on the toilet seats there. They like causing so much disturbance, there are a lot of insidious ways to get back at them. A few shrieking landwhales glued to toilet seats would get the message across really clear.
