Man, this depends on how much you want to spend, how often you'll use it, etc. The best by far are those torque drivers adj. from 1-100. But they're real costly, hundreds of dollars. The best low money option is a quality, US made bar torque wrench. It's the old school shit with two thin bars and a scale and handle attached to one, and an indicator attached to the other. It's what I use for 1-60 inches.
There's the micrometer handle torque ratchet, but unless you get a good US made one, don't bother. The Chinese is shit, trust me. A good US made bar torque wrench will cost as much or more than a cheapo ratchet, but it'll last longer and perform better to higher tolerances than will a cheapo.
Remember, a torque wrench is a measuring instrument first, and you'll likely get what you pay for here.
Pro Torque Tools has good deals on all kinds of torque tools and that's where I got my T handle torque wrench for my DTA (but it's fixed at 75lbs. or whatever it is, locks in the reverse for removal). Look 'em up though, they have a lot of different stuff and their prices were great for the wrench I got, and super fast shipping too. They have some high quality tools as well.
For scopes and such, for myself and not as a business, I just got a 1-60 at a quality local tool store. A decent K-D Tools bar wrench, inexpensive but gets the job done right. Since I use Loctite and have to reduce my torque as much as 10-20% or even more due to this, I've not needed one stronger yet for this work.
