It's been known for a long time. They have talked about how they used weather manipulation in Vietnam. Allegedly.
I dug into the haarp thing for a while. They claim they shut the haarp facility in Alaska down because they had gone as far with that technology as they could, and that they had more powerful mobile units now.
There are several haarp units like the one in Alaska all over the world.

I find it hilarious anyone thinks our incompetent government could actually manipulate hurricanes.
I'd believe they've tried dumb stuff. I'd believe they've been milked for research grants about weather manipulation.
I also believe there have been hurricanes that have originated in the Gulf but didn't do nearly as much damage so they're not remembered. But that's easily found by a Google search so it can't be as reliable as an old farts memory.

Yes, but if you watch any clips of them talking g about it, it's always allegedly.
Yeah I've seen those congressional hearing clips too. Wordsmiths who got caught doing something crazy and trying to admittedly not admit to doing the aforementioned crazy thing.
At this point, I wouldn't out anything past them not trying to fuck with to make a chaotic situation and get more people dependent on the gubmnt
